The Baltimore County Department of Planning has formally launched Small Area Plan 5, designated as the county's first rural-focused Small Area Plan, covering the Granite, Woodstock, and Woodleaf communities in western Baltimore County.

Baltimore County Initiates Rural Small Area Plan Process, Third Under Master Plan 2030

According to county officials, the initiative establishes a community-driven framework for future land use, infrastructure investment, conservation, and regulatory review of working farms, forests, stream valleys, and historic resources within the study area.

Scope and Statutory Framework

Small Area Plan 5 operates as the third of 12 localized plans implementing Baltimore County's Master Plan 2030. The planning framework delineates six priority domains:

  • Protection of agricultural lands and active farmland easements
  • Preservation of natural resources and environmentally sensitive parcels
  • Transportation and infrastructure demand assessment
  • Expansion of recreational spaces and trail networks
  • Support and zoning accommodation for rural businesses
  • Identification and safeguarding of historic assets

County Executive Kathy Klausmeier stated that the rural character of the communities necessitates direct resident participation in shaping the long-range plan. Yolanda Gregory, District 4 community planner, will oversee the engagement process.

Engagement Timeline and Compliance Steps

Public engagement commences in the fall of 2026, structured around community meetings, workshops, and targeted outreach sessions. The Department of Planning anticipates completion of the plan by summer 2027, subject to the conclusion of all stakeholder input phases and statutory review requirements.

Property owners and stakeholders within the study area should review the following procedural checkpoints:

  • Announcement phase (current): County publishes study area boundaries and priority domains.
  • Community input phase (fall 2026): Workshops, surveys, and stakeholder sessions open to residents and business owners.
  • Draft formulation: Planning staff consolidates feedback into a proposed land-use framework.
  • Final adoption: Plan returns to the County Council for formal acceptance, targeting summer 2027.

Parallel Activity on the Eastern Shore

Separately, Wicomico County has launched a new website for its Comprehensive Plan update, enabling residents to access a community survey and monitor scheduled public meetings. The platform provides direct tracking of meeting agendas and draft document releases as the update progresses.

Tracking Points for Somerset County Stakeholders

Although Small Area Plan 5 applies to Baltimore County jurisdiction, the methodology carries direct relevance for Somerset County. The Plan functions as a comparative data point for ongoing land-use reviews in this region, particularly regarding agricultural preservation easements, rural zoning overlays, and infrastructure prioritization. Property owners engaged in conservation programs or farmland preservation should monitor how Baltimore County structures its agricultural protection language, as the resulting framework may inform similar statutory reviews in adjacent counties. Somerset County residents are not within the Small Area Plan 5 study area and hold no direct administrative standing in the process.
